Job Description
Kratos Defense & Security Solutions, Inc is currently looking to hire for the position of Director of Contracts, Eastern Operations. This position will be reporting to the Vice President of Contracts in San Diego, manages all contracts organization activities for the East Coast operations of two divisions, monitors and controls major contract negotiations, including U.S. Federal Government and international contracts. Reviews, interprets and recommends acceptance, revisions and exceptions to contracts and contract modifications and/or amendments to ensure that prices, delivery schedule, specifications and terms and conditions are consistent with those quoted and/or negotiated. ESSENTIAL DUTIES AND RESPONSIBILITIES: • Management responsibility for the contracts organization, personnel and processes to include training personnel in contracts management, Cost point (as needed) and integrating organizations from acquired companies; • Assist VP of Contracts with reviewing, assessing, modifying and writing contracts related policies and procedures and internal contracts compliance processes; • Directs management and administration of contracts, ensuring compliance on vendor, cost, schedule, legal, performance, and customer service aspects; • Participates in and/or conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications; • Assists with the preparation of bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information; • Manages all contract activity for major projects. Travel to the project site may be required, either before the contract receives final approval or during the life of the contract; • Participates in and assists with Divisional strategic planning activities for specific projects (e.g., risk assessment, bid/no bid analysis, participation in business plan development, etc.); • Provides technical guidance to assigned personnel, and ensures proficiency and timeliness of contract administration and procurement activities; • Collaborates with senior management to ensure proper support in proposal preparation, as well as contract negotiations and administration; • Reviews requests for proposals to identify risks and contractual terms not conforming to Company policy; • Negotiates the more difficult, complex, or sensitive issues with clients; • Write subcontract agreements and flow down any required contractual clauses; • Assists in conducting due diligence reviews during corporate acquisitions
Qualifications
20 years of relevant management, contracts and subcontracts management experience in a DOD environment with a minimum of 5 years in a management capacity with oversight of multiple entity contracts organizations is required. Active Secret level security clearance is a requirement. Demonstrated prior experience in leading a multiple site contracts organization and proven ability to provide a business solutions approach while interacting with program management personnel and to work productively with other management at the division, segment and corporate levels is required to be successful in this role. Direct hands-on experience integrating contract organizations post-acquisitions is a must. Extensive knowledge of all types of contracts (FPP, CPFF, CPAF, CPIF, Labor Hour, T&M, etc) and knowledge of federal regulations such as FAR, DFAR, CAS, and familiarity with ITAR and EAR are necessary. Candidates must have a strong working familiarity with CPSR policies and procedures and EVM. The ability to use Microsoft Word and Excel proficiently is required.
